In Quebec, if you are interested in developing a housing project for adults with ASD, we recommend you get in touch with a Resource Group in your area.

Resource Groups (GRT)

GRTs are social economy enterprises dedicated to the development of community housing. Their intervention aims to improve the living conditions of low- and modest-income households, and to combat poverty and social exclusion.

Throughout Quebec, GRTs support organizations in the development of community real estate projects and guides them in all aspects of the realization of their project: community life, real estate and financing.

The GRTs coordinate all phases of project implementation and act as intermediaries between the group of tenants, public administrations, building contractors and other professionals (e.g., architects, notaries, engineers).

Financing

Your GRT project manager will guide you through the different financing options. The main sources of financing for social housing projects in Quebec include:

  • Federal Rapid Housing Initiative (RHI)
    • The RHI seeks to create permanent affordable housing for people and populations who are vulnerable and targeted under the National Housing Strategy (NHS).
  • Programme d’habitation abordable du Québec (PHAQ)
    • The PHAQ replaced the AccèsLogis program and is the main source of financing for social housing projects in Quebec.
  • Fonds capital pour TOIT (Fonds de solidarité FTQ)
    • In collaboration with the Ministère des Affaires municipales et de l’Habitation (MAMH), its goal is to create 1,000 affordable housing units in Québec by 2025. 
  • Fonds Desjardins
    • Thanks to a dedicated team and its vast network of caisses as well as the expertise of the Caisse d’économie solidaire, Desjardins has called on developers, housing cooperatives, community organizations and municipal players to make more 1,500 affordable housing units by the end of 2025. Of this number, 75% will be new construction, while 25% will be renovated and acquired by NPOs in order to make rents more affordable.
    • Programme de supplément au loyer (PSL) 

If they meet certain criteria, low-income residents may be eligible to pay 25% of their income as rent, with the rent in excess of this amount paid by the PSL.
